Effective Date: October 6, 2026
This Refund and Cancellation Policy applies to campaign contributions, paid campaign events, and merchandise purchases made through the official website of Harry Southerland’s campaign for Hoke County Commissioner. All refunds are subject to applicable federal law, North Carolina campaign-finance law, payment-processing requirements, and the review of the Campaign Committee’s treasurer.
Campaign Contributions
Campaign contributions are voluntary and are generally considered final once processed. A contributor may request a refund when a contribution was made in error, entered in the wrong amount, duplicated, made without authorization, or otherwise requires correction.
Refund requests should be submitted within 30 calendar days of the contribution date. A request must include the contributor’s full name, email address, contribution date, contribution amount, transaction or receipt number when available, and the reason for the request.
Submitting a request does not automatically guarantee a refund. Each request will be reviewed by the Campaign Committee’s treasurer to determine whether a refund is permitted, required, and properly reportable under applicable campaign-finance law. The Campaign Committee may also issue a refund without receiving a request when a contribution is excessive, prohibited, improperly attributed, incomplete, unauthorized, or otherwise unacceptable under applicable law or Campaign Committee policy.
Approved refunds will generally be returned to the original payment method. Processing times may vary depending on the payment provider and financial institution. Processing fees charged by a third-party provider may be nonrefundable where permitted by law and the provider’s rules.
Recurring Contributions
A contributor may cancel future recurring contributions at any time by following the cancellation instructions in the contribution receipt or by contacting the Campaign Committee. A cancellation request will stop future charges after it has been processed but will not automatically refund a contribution already completed.
A refund of a previously processed recurring contribution must be requested separately and will be considered under the campaign-contribution refund terms stated above.
Paid Campaign Events
Unless an event registration page states otherwise, a purchaser may request cancellation and a refund for a paid campaign event by contacting the Campaign Committee at least seven calendar days before the event. Requests submitted fewer than seven calendar days before the event may be denied because the Campaign Committee may already have incurred venue, catering, printing, or other event expenses.
If the Campaign Committee cancels a paid event and does not reschedule it, purchasers will receive a refund of the event payment to the original payment method, unless they affirmatively choose to treat the payment as a campaign contribution and the Campaign Committee’s treasurer determines that doing so is legally permissible.
If an event is postponed or rescheduled, the original registration will ordinarily remain valid for the new date. A purchaser who cannot attend the rescheduled event may request a refund within seven calendar days after the rescheduling notice is sent. Event payments will not be converted into campaign contributions without the purchaser’s affirmative authorization and the treasurer’s approval.
The Campaign Committee is not responsible for a purchaser’s travel, lodging, transportation, childcare, or other personal expenses associated with an event, including when an event is canceled, postponed, relocated, or rescheduled.
Merchandise Purchases
All campaign merchandise sales are final, except when an item arrives damaged, defective, or materially different from the item ordered. Requests concerning damaged, defective, or incorrect merchandise must be submitted within 14 calendar days after delivery and should include the purchaser’s name, order number, a description of the problem, and photographs when reasonably available.
Merchandise must be unworn, unused, unwashed, and returned in its original condition unless the item was received damaged or defective. The Campaign Committee does not ordinarily offer refunds or exchanges for incorrect sizes, changes of mind, normal wear, minor color differences caused by screens or printing, or merchandise damaged after delivery.
If a return is approved because the Campaign Committee or its fulfillment provider sent an incorrect, damaged, or defective item, the Campaign Committee will pay or reimburse reasonable return-shipping costs and may provide a replacement or refund. For any other return or exchange that the Campaign Committee chooses to approve as an exception, the purchaser is responsible for return shipping and any replacement-shipping charges.
Original shipping charges are nonrefundable unless the return results from an error by the Campaign Committee or its fulfillment provider. The Campaign Committee is not responsible for merchandise returned without prior authorization or sent to an incorrect address.
How to Submit a Request
Refund, cancellation, recurring-payment, event, or merchandise requests must be submitted in writing to:
Harry Southerland Campaign
Authorized Committee: Harry Southerland Campaign Committee
Campaign Treasurer: [Insert treasurer’s name]
Email: infor@harrysoutherland.org
Mailing Address: PO Box 2014, Raeford, NC 28376
Telephone: 919-366-3830
Please include all information reasonably necessary to locate the applicable contribution, registration, or order. The Campaign Committee may request additional information to verify the identity of the person making the request and prevent fraud.
Processing and Campaign-Finance Reporting
All approved refunds and cancellations will be processed in coordination with the Campaign Committee’s treasurer. Campaign-contribution refunds and certain event or merchandise transactions may need to be recorded or disclosed in the Campaign Committee’s financial records and campaign-finance reports.
Nothing in this policy requires the Campaign Committee to issue a refund that would violate applicable law, payment-provider rules, reporting obligations, or a lawful restriction on the use of campaign funds. When required, the Campaign Committee may use a different correction or reporting method approved by the treasurer or legal counsel.
Policy Changes
The Campaign Committee may update this policy to reflect changes in campaign operations, events, merchandise offerings, service providers, or applicable law. The policy in effect on the date of the applicable transaction will generally govern that transaction, subject to legal requirements.
